How to restrict a sales order shipment outside US for some of the mfg plants

Hi,

We have below business requirement:

There are multiple mfg plants in US say P1, P2 and P3

Outside US shipments can be handled only by one plant say P3.

if any plant P1 or P2 tries to ship an SO Line outside US, system should restrict and the same information should be passed to P3 for these shipments.

is there any way we can achieve this through OOB?
