New Fluid Dependent Beneficiary

While applying PUMs 24-29 we are testing the Fluid Dependent Beneficiary feature that was delivered with PUM25.  We have found when a new hire is entering a dependent on the Dependent/Beneficiary Info page before starting the HIR Event, the effective date is defaulting to current date.  There is no effective dated field where the employee can change it to be the hire date.  This is causing dependents not to show up in the benefit enrollment because the event date (hire date) is prior to the current date.  Has anyone encountered this? And if so, what did you do to resolve
