Core Concurrent Processing - EBS (MOSC)

Upon Completion... Print the Output To: Printer, Copies, For Language greyed out

I have a user who is not able to set the "Upon Completion..." values for the "Print the Output To:" section. 'Printer', 'Copies', and 'For Language' boxes are all greyed out. Other users are able to set these values for the same concurrent request. I have checked this user's profile options and he does have "Printer" set as well as "Concurrent: Report Copies". What else could be preventing him from selecting a 'Printer', 'Copies', and 'For Language'? I thought that printers defined in Oracle were available to all users?
