Encumbrance Journal Updates to Proj Resource

We are trying to figure out what determines when a GL Journal marked as “Encumbrance” on the Commitment Control Amount Type gets picked up in PROJ_RESOURCE.  We understand that a regular GL Journal will get picked up by Cost Collection only when it is posted.  An Encumbrance journal is never posted, but will update the KK ledgers when it is Valid for Edit and Valid for Commitment Control.   These journals are updating PROJ_RESOURCE without having been posted.  Is this also part of the Cost Collection process?

Also, we have found that if an Encumbrance journal is deleted, it does not go back and update PROJ_RESOURCE.  This has caused us reporting problems in cases where the Encumbrance journal has updated PROJ_RESOURCE, but deleted for some reason or by accident.  The encumbrance isn’t removed from the project.
