What is the 9.2 holdup?? TAX810NY.SQR FOR UPDATED 2019 NEW YORK QUARTERLY REPORTING

My director has a point on asking why so long since it came out in a timely manner for 9.1 

(which we left for 9.2 because its not supported anymore except if you pay $$$)

they are asking why didn't 9.2 come out FIRST since it is the latest??

and Time Sensitive government required? (.1 9.0 8.9 no problem its there.... 9.2 ?????
