Siebel IP2016 Tools patchset 19 Setup issue

Hi Expert,

I am having issue with siebel local tool setup. Below are the step I followed to do the setup.

1. Install oracle client 32 bit version 3.2.20.10

2. Installed Oracle XE separately in path 'c:\oraclexe' because Port 8081 was used by Mcafee and I was not able to disable it from console.

3. After successful oracle XE installation I installed the tools and Client with patch set 19

4. I copied the oraclexe folder from C drive to Tools path C:\Siebel\16.0.0.0.0\Tools

5. I performed DB Initialization and did full get. All worked fine.

6. I closed the tools and tried log in again. Now I am getting local db intialization is not done do it again.
