How do you upload training completions (to the PS_TRAINING table) using the Administer Training modu

We are on PeopleSoft HCM 9.2, PeopleTools 8.56, Full Image 12.  We do not use ELM, but do use the Administer Training module.

Currently we have a very cumbersome "training upload process" to record training completions to the ps_training table, which is a customization we put in a while back.  Attendance is taken in classroom settings for some courses and a spreadsheet is sent to our HR department after the class.  HR then formats the document to a .csv file and uploads it to the training table.  This causes errors in several ways.

We would like to go to some sort of "scanning" tool that will simplify our process for recording training completions.
