AR Transactions - Restricting the incomplete option to some users

Hi,

There is a requirement to restrict the incomplete option of the AR invoices to some users. In other words those users should only be able to complete the invoices and they shouldn't have any options to incomplete.

When we checked the function of the respective menu for the respective responsibility, "Transaction - incomplete" option could not be found. Is there any possibilities to do that?
