Statement Cycle not being marked as printed - continuing to print old items

Our AR statements in the Monthly Print cycle are continuing to print old items on them due to the statement dates in Manage Statement Cycles not being marked as printed.  The statements are being processed but the process ends in a Warning showing the following language:

Before Inserting the contacts for Sites:

Before Checking Stmts Email Setup at Site Level.

After Site Level Email Check : L_TEMP: PRINT

Return Value from  GET_DELIVERY_FLAG : L_TEMP: PRINT

Does anyone know what is causing this and how to correct it so that we can prevent transactions from outside the statement date showing up on our statements.
