Earliest Change date issue

We are having issues with earliest change date on the time and labour side resetting to as far back as 2001 for some staff. Looking at the reported time and payable time, there is no unprocessed time for those staff. on payable time it shows as "distributed". However, when the time admin process runs, it looks back at this old data and give us exceptions such as  TLX00100 Invalid Task Value and TLX01770 Reported time in Prior Period

Any assistance would be appreciated
