OMSCA-ERR:Failed to connect to repository database with error: IO Error: Got minus one from a read c

I am trying to migrate the existing OMS to the new set of servers(RAC). I have already restored the repository database to the destination servers. Done the software_only installation of the OEM Software. But while running the below omsca command getting the below error.

OMSCA-ERR:Failed to connect to repository database with error: IO Error: Got minus one from a read call.

The connection parameters for the repository database are all provided and they hold to be true. Not sure what am missing here.
