PO approval P43081 Processing Option Status Invalid error

Using 9.2 and struggling with PO approval.  We have multiple POs that are waiting for approval and the approver is getting this error as soon as he clicks Approval Review and the screen changes:  Processing Option Status Invalid

These POs have one thing in common...they have CLOSED J line types on them.  In our OARs, J line types do not go thru approval statuses because they are added after the PO is received.  Is it possible that this error is being thrown on those closed lines?  And if so, how do you fix the OARs to go FROM 999 to 230-280-225 based on your P43081 processing options?
