AQ performance is slower in PDB

We have some AQ processes set up - some for years - and we recently migrated a couple of stand-alone RAC databases into a RAC multitenant. Upon migrating the first one we saw the queues backing up. They do clear but they are constantly running behind. Upon migrating the second database we are seeing the same behavior. Has anyone seen similar behavior?
