Does reorder and MinMax consider Approved Internal Requisitions are supply

We setup for reorder planning, each time we run system creating the IRs even we have open approved IRs.

Observed record in mtl_sypply (Item Supply/Demand window).

we chnaged the supply cutoff dates and tried and same issue was observed. Please help.
