Error while deploying Siebel Enterprise in IP 19.3

Hi,

I am trying to deploy enterprise on Siebel IP 19.3 environment and it is failing. This is on OCI OL7 instance. The error message in CommonLogger.log file is

[FATAL] 2019-04-10 12:18:28.568 [https-jsse-nio-9001-exec-7] CommonLogger - com.siebel.swsm.util.CGUtil:initializeServiceDiscovery Unable to discover cloud gateway service.Check system configuration, network connection,node availability and zookeeper configuration : Illegal base64 character 20

This message is repeated multiple times. There was no error while configuring gateway and I can see gateway daemon running.
