work order on an issued out asset

Hello,

Here is the scenario:

1. I have an EAM Asset in an inventory org

2. Asset is issued out of inventory (no longer with us)

3. I have an API that creates WOs from the information provided by the vendors.

4. Issue out of the asset and vendor file are independent form each other.

So,

on 10-APR-2019 I issue out my asset from inventory.

on 1-APR-2019 the asset was in the inventory org.

can I use create WO API to create a WO for the asset on 01-APR-2019.

If not, what would be a solution? I was thinking of keeping the assets in a dummy inventory org for a few months perhaps until all my vendor files are over. Kind of a lame solution.
