ZX_PARTY_TAX_PROFILE.PARTY_TYPE_CODE = OU

We upgraded from 11.5.10 to 12.2.5.  The operating units that were migrated have a recorded in ZX_PARTY_TAX_PROFILE for a PARTY_TYPE_CODE = OU.  None of the new operating units added since go-live have this profile value. We have some functionality that is not working the same for the migrated OUs vs the new OUs so I am trying to figure out if this missing profile value is a factor.

Can anyone tell me where/how a ZX_PARTY_TAX_PROFILE.PARTY_TYPE_CODE = OU is created?  I have looked in Tax Manager->Parties->Party Tax Profiles and I cannot find anything missing in the OUs added since go-live when compared to the migrated OUs.
