How to assign a specific column number to an element in a Quality Plan

When an element is added to a Quality Plan it is automatically assigned a Column (Display number) in QA_RESULTS table.

We have several Quality Plans that we need to migrate from Test to Production instance. We want the elements to be assigned the same Column Number in QA_Results table as they are referenced in reports, forms, and procedures.
