Labor/Machine Hours definitions in Routing

Hello Team

One of my client is having a requirement, where Machine Hours in Routing needs to be defined in Seconds. Machine taking 20 seconds to finish one of the operations. Can anyone help me to understand how one can define Machine hours for seconds in routing.

Also while entering Time Entry, if i have entered the Time Begin and Time ending system automatically calculating Hours. But i can see if the different of Time Begin and Time Ending is in seconds then system not calculating the Hours. Can anyone have any details about this. (Attaching the screenshots document for reference)
