Zone service remains offline after reboot

Solaris 11.4 x86 64 bit running as a virtual machine on VMware:

>After a system reboot, the zone service will not revert to online.  svcs shows the zone service as offline*.  zone name is "cache"

>The zone is running, but svcs -xv shows it is offline:

svc:/system/zones/zone:cache (Solaris Zone)

State: offline* transitioning to online since Mon Apr 15 13:09:54 2019

Reason: Start method is running.

   See: man -M /usr/share/man -s 7 zones

   See: /var/log/zones/cache.messages

Impact: This service is not running.

log file shows:

# tail /var/log/zones/cache.messages
