Local Web showing blank in 9.2.3.1 release

Hi Team,

I have upgraded my tools to 9.2.3.1 and did a successful full package and deployed. Web is working fine.

I have deployed the same package on workstation, re-installed the WebDev feature for local web after installing a fresh 12.2.1.3.0 weblogic server.

Everything went successful but when I login to local web from fat client, its showing me a blank page as below.

Note that I have applied the patches (p28186730_139400_Generic.zip and p27342434_122130_Generic.zip) for weblogic 12.2.1.3.0 successfully and did a system restart also

Please suggest if there are any known issues for this release.
