While creating webservice for standard BSSV methods are displaying in disable mode

While creating web service for standard BSSV (JP43A000) methods are displaying in disable mode because of that i am not able to proceed further to create a webservice locally on integrated web logic server to run a bssv locally in normal mode / debug mode.

Got all the related bssv (J43A0010 & J0000010) and build all and edited the project properties of JP43A000 correctly.

Any guess why i am not able to create web service locally in JDEV?

JDEV version - 12 C and JDE 9.1.
