Cannot change WO to Complete-No Charges

I have a WO that is complete, but I cannot change the WO status to Complete - No Charges. I get this error:

  1. Cannot complete/update workorder to 'Complete - No Charges' status, as there are open Requisitions or Purchase Orders attached to the work order.

I've checked and the PO has been fully received, invoiced, and paid.   According to MOS, the PO has to be in a status of Finally Closed, but I know that this is not true because we have other WO's in which the PO has been fully received and paid but the PO status is not Finally Closed, and I can change the WO status to Complete - No Charges.  In fact, none of our PO's are in a Finally Closed status, yet we can change the related WO status to Complete - No Charges.
