Siebel Tools "Edit Web Layout" Gives Error " This editor requires Microsoft Internet Explorer versio

Hi,

I have a Windows 7 installation with Siebel Tools 8.2 and the web client on it with sample database.

Everything seems to work fine.

But if I go to for example a view in Siebel Tools and right click and select Edit Web Layout, I get a popup saying "This editor requires Microsoft Internet Explorer version 5 to be installed" and clicking ok gives another popup saying failed to created a blank document.  I am running IE 11 in compatibility mode.  Can anyone please help as I am totally stuck.
