BIP v11.1.1.9 - Reports\Catalog View is read only

Hi

We are using BI Publisher v11.1.1.9 (stand alone - enabled with Oracle Ebusiness suite security model).  For certain EBS users after logging in to BIP URL (XMLPSERVER) we are seeing complete page as read only.
