Zero Suppression Financial Reporting Studio

Financial Reporting Studio 11.1.2.4.0145

I'm trying to use Zero suppression on a report that has several rows of members and columns.  I would like only the rows that have zeros in EVERY column to suppress.  The issue is when one column has data, the row is still being suppressed. My settings are below.

When I have the above selected, the row with 7,701 will be suppressed.  It should only be suppressed if there is nothing in the entire row.

Any help to solve this issue would be greatly appreciated.
