How to stop pick release from a subinventory, picking release rule criteria is lot(FIFO)

Hi All

Please help in below case

We want to stop pick release from a subinventory, picking rules is lot(FIFO).

Created material status and disallowed below transasction.

1. Stage transfer for pick release and

2. Ship confirm for external sales order in second material status

But as we have lot controlled item we have to assign material status to lots instead of sub inventory.

Another options is create release rules but we have three to four subinventories from where material picks.

Is there any other option to fulfill this requirement please suggest. ?
