Reclassification is wrongly showing in the cost summary report

We have performed asset reclassification from one category to another category (i.e. with in the category by chaning minor category classification and to differnt category due to entry mistake). Cost summary report shows In transactions. whereas In and Out with in the major category should not have any impact but the asset balance is showing with the reduced amount.

We are on 12.1.3 version, please let me know is it a report bug or what is the asset reclassification behaviour on cost summary report?
