W2C Workfile selecting all EEs when 10 A/B numbers set in "Addl Parameters" on Year-End workbench

We had to correct 10 employees W2's out of 318.  We adjusted history.  W2s had a print date. On the YE workbench, we set the "ADDL Parameters" row exit to "Address Book Number" and entered the 10 EE #s into the grid.  We ran the YE workbench in mode 2 - Changes Only mode. The system created 318 W2C records.  It created the 10 with the changes we needed, but also it created 308 W2Cs for all the remaining EEs that had blank values in the detail/box area for each of them (no changes). When we printed them off, only
