Does the GL Balance table always have encumbrance balances?

When we installed Oracle many years ago, we were set up for encumbrance accounting, but we never actually used it, and when we implemented R12, we had encumbrance accounting turned off.  I've noticed that we're still showing encumbrance balances in the GL Balances table for current data.  Is this normal?  Does everyone show encumbrance balances even if you don't use encumbrance accounting?
