Work Orders not generating for Finished Ingredients using planning

Hello Guys,

I have come across an issue and not able to find what is causing the problem.

We have a Finished Good A which  has a BOM(M type). and this BOM contains few components out of which one component is a Finished Ingredient B. This Finished Ingredient also has a BOM.

Now the problem is as follows:

We are creating a Work order for Finished good A with the request date in the month of May 2019.

And Finished Ingredient B does not have item availability, so we expect the planning system to generate the Work order for the Finished ingredient automatically but it is not generating.
