E1 PRP SUGGESTS ALLOCATING INVENTORY HARD COMMITTED TO ANOTHER PROJECT

Can items defined as Project Specific items - stocking type H, line type SC - be used in multiple projects that are active simultaneously? We define these as items bought only to a project but may be used on multiple projects. if we do that then we have issues with MRP suggesting to allocate inventory that is onhand to another project when it was already purchased and received for a different project, just not issued yet as the work order is not yet started.
