Cannot create AP lookup code

Hello there,

I tried to create an AP lookup values for a custom package.  When I go to AP Superuser --> setup --> lookups --> payables, I can view all the values there.  However, when I tried to create a new value, I got: FRM-41051: you can create records here.  I have tried many  types but nothing can be added.

Please advise how to add a new lookup value for AP Invoice Status which needs to have system access.
