Oracle FailSafe without Windows Domain Admin User

Oracle Fail Safe 4.2.1

Hi!

I want to install Oracle Fail Safe on a Windows Cluster System (Windows 2016). Since 2016 Windows does not require a Windows Domain hence I do not have a Windows Domain Admin User. Is it possible to install Oracle Fail Safe regardless?

I saw in the Installation Documentation that a Windows Domain Admin Account is required for Fail Safe.
