Planning % in BOM

We are not able to enter/modify/update the planning % for components in BOM.

We have defined parent assembly with BOM type as planning. Also, the components are defined with consume and derive forecast option.

But system is not allowing to change planning %.

Any help in this would be highly appreciated.
