PO Lines not in same order as requisition lines

Hello,

Our users are questioning why when creating POs (that happen to be 1-to-1) from requisitions, the line numbers are not always in the same order.  This poses issues because they typically refer to the line numbers throughout the procurement process.  Calculate PO Line Numbers  for PO Create does not appear to change the outcome.

We are on 8.54, PUM image 12.
