Record count in F0701730 incorrect

We have just installed ESU JN16850 and Vertex 04/19 into JDE 9.2 DV and our record counts are off from what the ESU states should be there.  The ESU states the record count should be 3022 and our table contains 3013, a difference of 9 records.  I ran the R0701730 after both the ESU and Vertex was installed.  The 2018 Vertex change for GA Head of Household (integer 33 is now gone), but the new one (3) is not there.
