Not able to apply any ESU

Hi Team,

I am not able to apply any ESU, let it be via change Assistant or manually.

When I try to install it manually below are the steps

- Downloaded the ESU

- Right click and run as admin

- Login to JDEPLAN (sec server disabled)

- open application P96470

Error pops up as below

Upon trying to click on any button on this Application same error reappears.

This is a new Install, Have to apply Baseline, Planner and Fix current ESU's before Tools upgrade.

Currently only Base 9.2.0.0 is installed. Java 1.8.0_191 32 bit is installed.

JDE log as below
