how to restrict user checkout and check in expect DV920 path code

Hi,

I need help on OMW Allowed action , activity rule. when user login in TR and omw status at 21. he can do check in and check-out and save the changes. is there any way to restrict to user when they login in TR they should not able to check-out and check however status is 21.

I have verified when the status other than 21. user can carried out any check out and check in option.
