Default measure profile is not enabled automatically

Hi all,

We have noticed a strange behavior when building a WB in FC 15.0.1.23. Despite there is a single measure profile (default) in the WB when we build the WB via FC it is not enabled automatically. Actually the measures appear in a random sequence. They are not displayed in an alphabetical order as they are on the ViewableProfile nor like in the Default. We have to select the Default measure profile from the yellow ruler icon to enable the desired sequence.

In FC 15.0.3.91, 16.0.1.33 and 16.0.3.42 the default profile is auto enabled when you build a WB.

Any thoughts where should we search for possible faulty flag value?
