Block inbound on digit length

I am receiving 'spam' calls from random numbers.
What is noticeable is that they have the incorrect number of digits for the area the suggest they are calling from.
Can somebody suggest a rule that could be used to block calls via (for example) LRT that can match on :
1st digits and length of the number. 
A big ask I know, else I am building a very big blacklist.Many thanks
