Oracle XE 11.2 startup failure terminating due to error 119

Oracle XE 11.2 running on Windows 10 Professional. After every reboot of the PC we get:

Starting ORACLE instance (normal)

..

..

USER (ospid: 5300): terminating the instance due to error 119

Instance terminated by USER, pid = 5300

Starting ORACLE instance (normal)

..

..

I can create an spfile from pfile and then start the database, however, next reboot, same issue again.

Appreciate any help.
