Should i apply the patch 16289505

Hello,

I'm planning to upgrade my actual database from 11.2.0.4 to 12c but before that I have to apply patches into application server side

following the note id:1524398.1 I have to apply patch 16289505 into Application server

as I want to downtime the upgrade process can I apply now only patch 16289505 into my actual ebs application server

Note:

Actual EBS R12.1.3

Database: 11.2.0.4

OS: windows server 2008 R2

Please advice
