P3002 filtering on COBY=1 and preventing parts from being added to the WO Parts list when generating

Items in the P3002 BOM are not copied to the Assigned WO during the PM creation using the R12807 since the go-live on 9.2. Logs have revealed that the system is filtering IXCOBY=I (which we don't use). I would like to know where this filter is setup. Does anyone know of any applications with processing options that could be affecting this? I have checked R12807, P17714, P17730, P17732, P4101.
