How to download the latest em_catalog.zip

Howdy

I have been trying to access  the url to download em_catalog.zip what I get it the compiled file not a download or link to download. I have used the browsers IE and Chrome.

the url used is:  https://updates.oracle.com/download/em_catalog.zip  it forwards to  https://updates.oracle.com/download/Bundle_A/em_catalog.zip which displays the compiled file
