Agile 9.3.5: Cannot add entries in "Applied To" field while creating a privilege

Rewriting for clarity:

I am trying to create a Privilege, but I can't assign Applied To items to the Privilege. I can see the items in the Applied To dropdown menu, but when I add them to the Applied To list and click Save, they disappear out of the selected list. Why would this be happening?

Additional information:

This privilege is part of a new Change Request workflow I have created. I have been able to create privileges and assign Applied To items for all content on pg 2 and pg 3 of this new workflow, but I can't add the items from pg 1. The privilege is a Modify privilege: I have selected the Privilege Criteria (all change requests where originator=user), I have selected the Object Type (change requests), I have both a Read and a Discover privilege in place for this workflow. I am able to open the Applied To dropdown within this Privilege and see
