Benefit Enrollment missing benefit plan

When going through the benefit enrollment for a Birth Life Event, the domestic partner medical tile was missing as an enrollment option. When looking at the event through On-Demand, the benefits administrator can see the plan listed in Show Plans.  Has anyone run into this issue with PUM29?
