How to make define detail promotion quantity flexible if condition not fulfilled in Sales order

Dear Masters,

We implemented Oracle 12.1.3 in Beer Company, and we used advance pricing module.

There are request from Client that, define detail of item promotion is flexible based on quantity ordered in SO

Example:

If customer places order of Item A (Beer bottle in Crate), Qty 1, then will get another item A-1 (Crate) with quantity 1, and get another

item A-2 (bottle) quantity = 24 bottle.

Client request is, if customer place order, in any quantity how to make calculation automatic? it is impossible to register each quantity

in modifier, becasue customer order not based on specific quantity.

If some of you have any sugestion or thought please share with me, customization, formula solution are welcome
