Submit for Approval - What Configuration is needed

Do you know what permission list or configuration needs to be set up for the email to work when the Lease Administrator selects "Submit for Review". In initial testing, it worked but now it is not and our developers have spent hours trying to figure out the difference from initial testing.

Any help would be appreciated. Thanks
