IN_REPEN_AE does not take into account orders for substitutes causing daily re-order despite suffici

While implementing substitute item functionality for a client I noticed this issue and am hoping that I am missing a config point somewhere, because this is potentially a pretty reckless workflow otherwise.

An item stored in the warehouse is depleted, there is a temporary back order from the manufacturer. A suitable substitute item is found. Since the item is below the min quantity it is picked up for replenishment. When the Req is sourced to a PO the original item is replaced with the substitute. But the next day when Replen run, the process repeats itself (and every time IN_REPLEN runs thereafter) resulting in daily POs of the substitute for the max qty of the item being substituted.
